A cosplayer Graham is cosplaying Vinewood Zombie on the corner of Vinewood Boulevard. He scares people on the pathway and offers to take pictures with passers for 10$. 

Also, he interacts and speaks to the player (protagonists)

So, when Trevor interacts with Graham, Trevor speaks that Graham reminds him of his 

brother Ryan. who died in an "accident" and Trevor was glad that Ryan died.
